L&I Fees to increase 3.5% on all permits filed on or after July 1st

Effective for all applications filed after July 1st – L&I has implemented cost of living adjustments to all of its license and permit costs. A 3.5% increase will be applied to all fees in A-902 – A-907 of the Philadelphia Administrative Code which includes all building, fuel gas, mechanical code, fire code, plumbing code, property license and zoning fees but excludes inspection and administrative fees. City Council Passes the City’s FY21 Budget – Notable Industry Highlights

On Thursday June 26, 2020, City Council passed the City’s Budget for FY21. A few measures were implemented to increase revenues including, but not limited to, an increase in the City’s Parking Tax and an increase in the Non-resident Wage Tax, both will sunset after one year.

Beginning on July 1, 2020 – the non-resident wage tax will be increased from 3.4481% to 3.5019%.

Here is the current schedule for the Non-resident Wage Tax:

  • July 1, 2019 through June 30, 2020              3.4481%
  • July 1, 2020 through June 30, 2021              3.5019%
  • July 1, 2021, and thereafter                             3.4481%

City Council also held a first reading of an Emergency Sick Leave Bill which seeks to provide gig workers and employees covered under collective bargaining agreements with emergency paid sick leave related to the current pandemic.

GBCA, along with many other business associations advocated for relief for businesses in the form of exemptions. The Bill sponsor agreed to exclude companies with 500 employees or less along with a host of other amendments. The Bill as currently written sunsets at the end of 2020. This bill will not be taken up for a final vote until City Council returns after summer recess which ends on September 10th.
