Philadelphia’s zoning code has recently been amended and changes favorable to the adaptive re-use of historic buildings are now in effect. New rules for properties listed on the Philadelphia Register of Historic Places include as-of-right zoning and relief from prevailing parking requirements. In addition, accessory dwelling units (ADUs) are now legally permitted for properties on the Philadelphia historic register—and Neighborhood Conservation Overlay Districts (NCOs) have been granted modest demolition protections.
