Philadelphia City Council passed Tower Crane Operator Break Bill (Bill No. 220666-A), and the legislation was signed into law by Mayor Jim Kenney. The law requires that tower crane operators be permitted to descend the tower for 30-minute break every four hours. In addition, operators are permitted to descend the tower to use sanitary facilities as needed.

An employer has 30 days to inform its tower crane operators of their new rights under this law. If an operator’s right to use the facility or descend for a 30-minute break is violated, the Department of Labor will enforce the violation. Likewise, if there is retaliation by an employee against an operator, the Department of Labor will enforce the violation.
