On September 12, 2018, GBCA hosted a seminar on changes to the Contractors and Subcontractors Payment Act (CASPA). The changes, stemming from House Bill No. 566, also known as the Prompt Pay Bill, go into effect in October 2018. The seminar was led by Stanley B. Edelstein Esq. from Fineman, Krekstein & Harris P.C.
Mr. Edelstein first provided participants with a brief overview of the context of the original statute that enacted the PA Prompt Payment Act. He then went through the changes to the Act, going through the conditions surrounding the updated definitions, as well as potential impacts on business operations. He also spoke directly to the changes that will directly impact standard operating procedures for contractors.

Stan Edelstein is an attorney with Fineman Krekstein & Harris in Philadelphia. He earned a B.S. in Economics from Carnegie-Mellon University, and his law degree from George Washington University. Immediately after law school, he served as a law clerk to Judge Joseph F. Weis of the United States Court of Appeals for the Third Circuit. After getting hooked on construction law at Wolf Block—where he’d gone to practice antitrust law—he joined Jacoby Donner and stayed for 34 years. Since the beginning of 2016, he’s been chair of the Construction services Group of Fineman Krekstein & Harris, just about half a block from here at 18th & Market.
