Associate, Education & Workforce Development
Job Description (brief summary)
The Education & Workforce Development Associate will be responsible for assisting in program coordination, data analysis, communication, and collaboration efforts to achieve the organization’s education and workforce development goals.
The essential duties will include, but not be limited to, the following:
- Assist the Manager of Training and Professional Development in the planning and execution of GBCA seminars, trainings, meetings, and events during and outside standard business hours.
- Support commercial construction industry workforce development and next-generation initiatives to achieve GBCA strategic goals. Assist with logistics and event planning for workforce and contractor related events (i.e. job fairs, contractor awareness events, open houses, recruitment sessions, etc.) This includes engagement with local schools.
- Serve as a liaison between internal and external stakeholders, ensuring effective communication and alignment of goals. Tasks may include attending industry events as a representative of GBCA.
- Coordinate workforce development efforts with the Philadelphia Building Trades, Everybody Builds, and the Carpenters Union.
- Provide committee support as needed by drafting agendas and minutes, updating the member database, and coordinating with committee members.
- Assume responsibility for the creation of the annual Tuition Reimbursement guide, sell advertisements, and collaborate with the GBCA marketing department to produce materials.
- Secure vendors for GBCA events such as the Construction Technology Expo and Career Day.
- Utilize the member database to enter and maintain accurate notes for tracking membership services provided.
Associate, Government Affairs
Job Description (brief summary)
The Government Affairs Associate will be responsible for assisting in legislative tracking, advocacy, PAC fundraising and collaboration efforts to achieve the organization’s advocacy goals.
The essential duties will include, but not be limited to, the following:
- Monitor legislative initiatives pending before Philadelphia City Council, the Pennsylvania legislature, and all other jurisdictions within the Commonwealth – also including New Jersey, Delaware, and Maryland — where GBCA members are headquartered and/or conduct business.
- Attend legislative hearings at Philadelphia City Hall and in Harrisburg, PA.
- Prepare legislative reports that track the status of pending legislation at the city and state levels of government.
- Assist the Director of Government Affairs in the preparation and coordination of all GBCA Government Affairs Committee and related task force meetings.
- Conduct fundraising initiatives for the GBCA PAC.
- Assist Director of Government Affairs in overall PAC strategy at the state and city levels.
- Assist the Director of Government Affairs in advocacy campaigns.
- Produce legislative summaries and advocacy research as needed.
- Manage the GBCA PAC and file campaign finance reports as required.
- Additional tasks or responsibilities may be assigned, as needed.
Senior Manager, Industry Research and Labor Relations
Job Description (brief summary)
The Senior Manager of Industry Research and Labor Relations serves as a resource to GBCA membership on matters of labor, industry analytics and research, or association relations.
The essential Industry Research duties will include, but not be limited to, the following:
- Develop and maintain reports and dashboards to track key performance indicators and industry trends.
- Compose and compile reference documents and statistical data regarding labor legislation, labor market conditions, prevailing union and management practices, wage and salary surveys, and employee benefits programs.
- Gather and analyze data on local, regional, and national collective bargaining agreements, including terms and conditions, wages and benefits, and other relevant provisions.
- Research and identify industry standards and norms found in similar collective bargaining agreements across the nation.
- Provide data-driven recommendations to the executive leadership regarding methods to improve the Association’s operations and member engagement opportunities.
- Provide comprehensive language analysis and draft summary documents for general and specialty trade agreements as required by industry stakeholders and the Association.
- Assess the potential impact of collective bargaining agreements on member companies and the industry.
The essential Labor Relations duties will include, but not be limited to, the following:
- Serve as a key member resource regarding labor relations issues.
- Advise association management regarding the development, application, and interpretation of labor relations policies and practices.
- Build and maintain relationships with key labor organizations and their representatives.
- Provide contractors with guidance and support regarding area agreements, labor disputes, and measures to prevent work stoppages.
- Provide information regarding the interpretation and application of the collective bargaining agreements.
- Evaluate grievances and other local conflicts resulting from the labor Agreements to determine if contractual violations have occurred. Recommend or implement appropriate remedies to grieving parties.
- Develop and maintain the Association labor relations information systems, detailing significant events and corrective actions.
- Serve as staff liaison to the GBCA Labor Policy Committee, prepare meeting agendas, conduct Committee meetings, and record minutes.
- In collaboration with executive leadership and Board members, assist in developing the collective bargaining strategy for the Association to support overall Association objectives.
- Develop relationships with other bargaining associations and collaborate as needed throughout regional negotiations.
- Develop MOU’s and gain acceptance for all Agreements upon reaching tentative agreements.
- Review the draft agreements prior to authorization for printing.
